Pathfinder 2e Three Action System: How to Actually Use It

The Pathfinder 2e three action system is the most significant structural difference between PF2e and every edition of D&D. It looks simple on the surface — you get three actions per turn — but the depth is in how those actions interact, what you give up when you spend them, and how the Multiple Attack Penalty shapes every decision you make in combat.

If you’re coming from 5e or PF1e and your turns feel clunky, you’re probably not thinking in threes yet. This post fixes that.


How the Pathfinder 2e Three Action System Works

Every creature gets 3 actions and 1 reaction per round. That’s it. No action, bonus action, and movement split like 5e. No standard, move, swift, and free action taxonomy like PF1e. Three actions, one reaction, and everything you do costs at least one of them.

The action types are:

  • Single action (1 action): Strike, Stride, Step, Raise a Shield, Interact, Seek, and most basic combat maneuvers
  • Two-action activity (2 actions): Most spells, Power Attack, many special abilities
  • Three-action activity (3 actions): Some spells, Full Burst abilities, specific class features
  • Free action: Things that happen automatically or at trivial cost — dropping an item, speaking a short phrase
  • Reaction: One per round, triggers off a specific condition (Attack of Opportunity, Shield Block, etc.)

The key insight is that movement is an action. Stride costs 1 action. This isn’t a penalty — it’s the entire point of the system. Every action competes with every other action on equal footing.


The Multiple Attack Penalty: The Core Constraint

The Multiple Attack Penalty (MAP) is what gives the three action system its texture. Without it, every turn would just be three Strikes.

Every action with the attack trait counts toward MAP — not just Strikes. Shove, Trip, Grapple, spell attack rolls — all of them increment your MAP for that turn.

This creates the central decision of every combat turn: is this action worth taking at MAP?

At −5 on your second attack, you’re usually still better off striking than doing nothing. At −10, a third Strike is often a trap unless you have exceptionally high attack bonuses or the enemy has low AC. The math shifts constantly based on your attack bonus versus the target’s AC.


What You Can Do With Three Actions

This is where most new PF2e players underutilize the system. Three Strikes is almost never optimal. Here’s the real action space:

The Static Turn (No Movement)

If you start your turn adjacent to an enemy and plan to stay there:

  • Strike + Strike + Strike — highest damage ceiling but −5/−10 penalties. Only optimal with high attack bonus vs low AC.
  • Strike + Strike + Raise Shield — strong defensive option. Absorbs damage, keeps Shield Block reaction available.
  • Strike + Raise Shield + Strike — same actions, different order. Order doesn’t matter mechanically but can matter if you need to know the result of the first Strike before deciding.
  • Power Attack + Strike — Power Attack costs 2 actions, deals extra damage, and counts as only one attack for MAP. Your third action is a Strike at only −5. Often superior to three Strikes.
  • Strike + Demoralize + Strike — Demoralize (Intimidation) doesn’t have the attack trait so it doesn’t increment MAP. Second Strike is still at only −5. Adds the Frightened condition as a debuff.

The Mobile Turn (With Movement)

Stride costs 1 action. Moving once and attacking twice is the bread and butter of most martial turns:

  • Stride + Strike + Strike — standard mobile offensive turn. Second Strike at −5.
  • Stride + Stride + Strike — repositioning priority. Gets you across the battlefield for one attack at full bonus.
  • Stride + Power Attack — move into position, spend both remaining actions on Power Attack. No second Strike but Power Attack hits hard and sets up well.
  • Step + Strike + Strike — Step (1 action) moves you 5 feet without triggering reactions. Against reactive enemies, this is often better than Stride.

The Utility Turn

Three actions opens up plays that 5e bonus action economy makes awkward:

  • Strike + Aid + Strike — Aid helps an ally’s next check. If your party is coordinated, this turn is often worth more than pure damage.
  • Seek + Strike + Strike — Seek reveals hidden or undetected enemies, letting you Strike without the flat check penalty. Essential against invisible or hiding targets.
  • Recall Knowledge + Strike + Strike — Recall Knowledge (trained skill, 1 action) gives you weaknesses and resistances. One successful check can redirect the whole fight.

The Flexibility Advantage Over D&D Systems

In D&D 5e, your action, bonus action, and movement are siloed. If your class doesn’t give you a bonus action option, you lose that resource every turn. Movement has no opportunity cost unless you don’t move. This creates rigid turn structures that rarely change.

In D&D 3.5/PF1e, the action taxonomy (standard, move, swift, free, immediate) created massive complexity — entire prestige class builds existed just to manipulate action types. Getting an extra swift action was a feat tax; fitting a spell into a move action required specific class features.

PF2e collapses this into a single resource pool. The flexibility is real:

  • Want to move three times? Spend three Strides. You’re across the map.
  • Want to cast two spells? Spend 2 actions on the first, 2 on the second — but you only have 3, so one of them needs to be a 1-action spell or you need a specific class feature.
  • Want to grapple and then punch? Grapple costs 1 action (if you have the feat or ability), Strike costs 1, leaving 1 for repositioning or defense.

The cost is always legible. You never wonder if something is a “free action” or a “swift action” — it costs 1, 2, or 3, and you decide if it’s worth it.


Reactions: The Fourth Resource

Your reaction resets at the start of your turn and triggers off specific conditions. It’s a separate resource from your three actions but equally important to track.

Common reactions:

  • Attack of Opportunity (Fighter, some others): Triggers when an enemy leaves a threatened square or uses a manipulate action in your reach. One of the most powerful reactions in the game and a major reason Fighters are strong in PF2e.
  • Shield Block: Spend your reaction when you take damage to absorb some with your shield. Requires having a shield Raised — which cost 1 of your 3 actions this turn.
  • Counterspell (prepared casters): Spend a prepared spell of the same spell rank to counter an enemy’s spell. Reaction timing makes this viable in a way 5e counterspell isn’t always.
  • Riposte (Swashbuckler): After an enemy misses you, strike back as a reaction.

The decision of when to hold your reaction versus spending it is its own tactical layer. A Fighter deciding whether to burn their Attack of Opportunity on a repositioning enemy or save it for a more valuable trigger is making a meaningful choice every round.


How MAP Changes Your Weapon Choices

MAP doesn’t just affect how many times you attack — it shapes which weapons are worth using and when.

Agile weapons (shortsword, dart, agile trait) reduce MAP to −4/−8 instead of −5/−10. On a third Strike, agile weapons are 2 points better. On builds that triple-Strike regularly, this matters.

Finesse weapons let you use Dexterity for attack rolls, which matters for DEX-based builds but doesn’t change MAP interaction.

Two-handed weapons hit harder per Strike but don’t reduce MAP. On a build that mostly makes two Strikes per turn and uses the third action for Raise Shield or a utility action, the higher damage per hit compensates for the MAP disadvantage.

The two-weapon question: In PF2e, two-weapon fighting works differently than most systems expect. You can Strike with weapon A (0 MAP), Strike with weapon B (−4/−5 MAP depending on agile), Strike again with weapon A (−8/−10). But your third Strike is deeply penalized regardless of which weapon you use. Two-weapon builds in PF2e are best at two Strikes per turn with the third action spent elsewhere.


Common Mistakes Coming from Other Systems

Defaulting to two Strikes and a move. This is PF2e’s 5e hangover. In 5e, your action and bonus action are separate so you attack and move for free. In PF2e, movement costs an action. If you moved, Struck, and Struck — you spent all three. That’s fine, but you chose to spend your movement resource consciously, not as a freebie.

Ignoring the third action. New players often Strike twice and then skip the third action mentally — “my third attack is at −10, not worth it.” That’s correct, but the third action doesn’t disappear. Raise Shield, Demoralize, Aid, Recall Knowledge, Step into better position, or set up next turn’s MAP by taking a non-attack action.

Forgetting MAP applies to all attack-trait actions. Shoving an enemy off a ledge as your first action means your first Strike is already at −5. Trip-then-Strike is a strong combination but costs you MAP on the Strike. Plan the order before you declare.

Not tracking your reaction. PF2e players who ignore their reaction are leaving a meaningful resource on the table every round. Even if your class only has Shield Block, knowing when to use it — and when to save it — changes your survivability significantly.


Optimizing Around the Three Action System

The highest-value turns in PF2e share a common structure: one or two attacks at low or no MAP, with the remaining actions spent on something that doesn’t increment MAP but adds value.

Examples:

  • Strike (0) + Demoralize (0, no attack trait) + Strike (−5)
  • Power Attack (0, 2 actions, one MAP increment) + Strike (−5)
  • Stride (0) + Strike (0) + Raise Shield (0)
  • Strike (0) + Trip (−5, sets up flat-footed) + Strike (−10 but enemy is flat-footed, net −8)

The flat-footed condition (−2 AC) partially offsets MAP on subsequent attacks. Setting it up with Trip or another condition before your highest-damage Strike is often worth the MAP cost.


Bottom Line

The Pathfinder 2e three action system’s power is in the equality of actions — movement, attacks, utilities, and defenses all compete for the same resource pool, which means every turn is a genuine tactical decision. The Multiple Attack Penalty exists to prevent turns from collapsing into pure Strike spam and to make non-attack actions worth spending. Players who thrive in PF2e are the ones who stop thinking “I attack and then move” and start thinking “I have three actions — what combination produces the best outcome for this specific moment in this specific fight.” That shift in framing is the difference between playing the system and playing around it.
